The furthest you can go is only find out which ISP that IP belongs to.
If you're more techie, you can go on to find out the AS Number, which will in turn gives you more data if you know how to dig out info.

I unplug all the computer cables as i need to shift the furniture around.
Did you unplug them after your computer shut down or just unplug them without following proper shut down procedures?
Plug back into the same usual socket but one computer was able to surf net another one cannot.
Between unplugging it and plugging it back in, how long did you wait?
